Vinyl over wood siding

I need help with a siding estimate. The house currently has 4 in. lap siding & a layer of what looks like a roofing shingle over the 4 in lap. Can I tyvek & side without tearing off. I am also roofing & installing new windows on the same house. It's also a rental unit.

AHS, I generally will not install siding unless we rip off any existing layers. Since it cost more to remove the existing siding some people will leave it on. Your walls need to vent the moisture from your house, read up on this before going over existing layers.
