Proper Setting Of A Door


I am wondering for any of you in cold climates could help me out??

When placing a pella door with side lights and a top transome on an on slab home should the treshold be placed completly on the interior slab or can the treshold hang over an inch and a half onto the outside slab. I tend to see problems with the concrete on the outside if it decides to heave pushing the door up pushing it completly out of wack. By the way these two slabs are level with each other.
