Need Siding Advice Big Time !

have a guy that has a center hall colonial, abot 35 sq. in the front he has concrete from the ground up to the siding; about 2 feet. nothing odd,its actually common. however, the guy wants hardi board to replace his existing siding but he wants that 2 feet of concrete on the bottom to be covered in that "bella stone" by Crane. i believe it goes up just like regular siding(i think). anyway, does that pose a problem?
