Installing Windows W/ Foam Board

Does anyone know the proper way to install windows when you have to put foam 1.5" board over the whole outside of the house? would you build out the window with say a shim or 2x4 on face against the osb around all window and door openings so that the windows + doors dont look 1.5" resised into the house

thanks
