commercial door hinges

I have a door at one of the restaurants that I service that when they installed the door they modified the hinges. the hinge plates are off 3/4 of an inch from where they should meet. The top hinge is shot. It looks like they cut the hinges so they would be able to meet both the frame, and the door. which also droped the door by the same amount. my guess is the miss-cut the bottom of the door.

I could install a flush mount pivot hing in the top corner this would pull it square but the pivot hinge really wouldnt be installed correctly and will also fail in time.

Im looking for suggestions,
1, can I flush mount a traditioal hing to the outside top?
2, should I attempt to hang the door corretly and installl some type of door sweep to make up the differance.
3. walk away and let a real comerial door guy deal with it?

I have seen commercial doors that were valdalized repaired with a full length hinge, mounted on the face of the buck and the door, sorta like a heavy-duty piano hinge. It is designed for the purpose of repairing commercial fire doors that can't otherwise be re-mounted in the traditional manner. I have no idea who the vendor is, or what the proper name for this repair item is.

I always keep my eyes peeled for oddball stuff that I come across when I'm out doing work. You never know when you'll need to pull one of these oddities from the back of your mind.
