Yuk! That looks like grease from the exhaust hood fans on the roof that drizzled down over that meter can. That's a dumb way to do a mast anyhow; right up through the rain gutter. I always offset around the gutter on services like that.

That's a piece of EMT from that abandoned CT can. It looks like that's all abandoned, and they're running it down that 2-incher to the inside, and probably CT metering it indoors. I see the CT rack in the roof there, but I can't tell where the CT conductors go to. That outdoor CT can's mast doesn't have anything going down it.
EDIT... I just looked again, and see little tails coming out of those CT's and look like they're whipped up to go down that greasy mast. That must have been the original service, and then they added capacity and CT metered things. That old service looks like it might still be in use, so they just jumpered out the old meter and ran them through the CT's. I'm betting that's what we've got there.

As far as I know this equipment is energized. I didn't actually breakout the tick tracer to find out but all those conductors are attached to the service drop. I just had to get a shot for the board.
Btw, that's not SE.

Huh?
What little CT's are you talking about? On the roof?
I believe the two other masts up on the roof go down to their original meters located on this inside. If I had to guess, a small addition was added but the original electrical wasn't updated.

I see the 3 pix post...but not the detail you see. The "EMT" looks to be SE to me ~ the 2-hole strap even looks "squared".

I marked up the picture, and annotated it here to what I think's going on.
A-Service mast to indoor panel, which is the "upgrade" that I believe was added to this building.
B-CT rack. I can't tell if it's bolted on a piece of angle iron, or bolted onto a second mast going down to a second indoor panel. Could be either.
C-Building's original service, now going through the CT's for the combined bigger service.
D-CT weatherhead on top of EMT mast. The little weatherhead looks like it's turned away from view, but I can now barely makeout the #12 CT secondary conductors whipped from the CT rack to this weatherhead.
E-Newer paralleled drop, for when all this newer stuff was added.
F-Can for CT meter for this bigger combined service. This is the vandal resistant type.
G- Original meter can, with blank plate installed. Since these conductors now go through the CT's, there's no reason for a meter in here anymore. Jumper links likely installed to refeed original indoor equipment.

i'm with MD on both of these...viewing on a 21" monitor..high res...
the D is definitely PVC, with 2 hole straps...put definitely pvc.
the mast, look on the left side of the 3 units, looks like a sticker on a CT to me...
