Actually this is what a GE 17818 TR GFI receptacle looks like, not the one in the package you posted. They run @ $23.

Someone bought a real GFCI receptacle, replaced it, and stuffed the old 'regular' receptacle & cover plate back in the packaging and returned it.

In effect, they stole a GFCI from WalMart.

I get that, but the plate still looks odd. What am I missing?

I dunno. Maybe it's because the plate isn't lined up with the receptacle? Or there is a raised part of the clear plastic shell to accept the (original) GFCI receptacle that stuck out a bit from a (Decora) cover plate.

The plate is normally over the cardboard. When they swapped, they put the other plate and outlet behind the cardboard.
