Appears the original job was the victim of copper theft, and that was the fix...

I doubt it. Why steal just a foot or so from each homerun when the rest would be wide open? I'd say it's more likely the result of another trade getting POd at (and I use this term outside of it's proper context) the electrician and he cut the wires short on him.

My parents house had some butt connectors... At least they were in the panel though. Still don't know why in the hell you would use those instead of wire nuts.
