From the control wiring hanging there, my guess is that that's the spot were an ATS was recently removed, and it was temp'd in like that overnight. More work to do tomorrow. I've done that myself more than a few times.

I thought so as well, but it has apparently been that way for almost a year! The building owner down in Florida didn't know it had been rigged that way until I emailed a pic. I'd be happy to fix it for a small fee.

By the way MD, you have become something of a missing person on other sites. People are scratching their heads pretty hard on where you are hiding.

that looks like a 120/208v panel not 480v
