My Fathers Stolen Tools

My father called me and said his tools were stolen Sunday from a site.
I would love to catch the low life and you can imagine. A friend told me about a site he uses to register tools and post if lost or stolen. He said police anywhere in the US can identify any owner of tools or anything through the database. I went to this website, signed up and recieved a email back and I called them.
I talked to Tom and he explained that police officers developed this service and only police (law enforcement) have access to run property.
He also pointed out that when I signed up I only enetered my firstname, email add. and zip code.
