Can a Sub-contractor work directly for a Homeowner in Maryland?

Can a Sub work directly for a homeowner in Maryland? If so who handles permits?

If the homeowner wants to be the GC can they hire subs?

In Maryland every contractor has to be licesened. Plumbers, electricans, & HVAC contractors have these separate lic. To perform any other work on a single family dwelling you are required to have your MHIC lic.

The home owner can be the GC but all his subs need to be licesened.
Homeowners can pull their own permits.
Homeowners can also do their own work on there house without a lic. as long as it passes code except for plumbing, hvac,& electric.

This is true,even the lowley paper hanger needs one( at great expense,I might add)
