so the hacks hit again!

Ok so I did a lot of sheet rock and other repairs at a friend’s house this week.
When we took the crown molding down i noticed the pant was peeling, so I went looking around the room and it is coming off very easy every where.
She said they used up a lot of paint in this room.
So my guess is they did not prime the texture/rock after they sprayed it.

What can I do to peel off the paint that is faster then a heat gun, so i can prim it?
Also is not using the primer the problem?
I really do not want my name attached to that room if it paint over that peeling paint..

room is 11x11x8

I don't have an answer to the problem but have noticed it a lot on spray jobs.
