Painting concrete basement walls.

I have a customer who wants their basesment walls painted and waterproofed with something along the lines of UGL DRYLOK. UGL recomends there product to be used only on bare masonry. Two of the walls in the basment look like they have been painted several years ago, most likely with just normal latex paint. The paint is not chipping or pealing and looks like it is pretty well soaked into the concrete. I know it would be a pain in the ass to remove it so i really want to just go over it.
Anyone have any expirience with UGL Drylok? Is it any good? Do you think it will be okay to use it over the two walls that look previously painted? Any advise would be greatly appreciated.
Note: These are poured concrete walls not blocks. There are no leakeage or seapage problems but the HO say they want their walls waterproofed and would like some of the imprefections filled in. Also they are not finishing the basement they are just getting an epoxy floor, and want the walls coated with UGL and a coat of normal latex paint.

It says right on the can it is NOT to be used over previously painted surfaces.

true. drylock needs to be soaked into the block. It wont go thorugh if it is painted. I think thoroseal will though. Govt guidelines let us paint block with thoroseal painted or not.

You can not waterproof a basement with paint. That may be something you want to bring up to them just as a liability reason!

I have used Drylock and Thoro-seal and they only work on unpainted brick, block and cement, if there are any signs of water leaks in the painted areas you will be screwed, the Drylock and thoro-seal wont work and they will not Guarantee it, so I would tell your customer that, as for the unpainted block put two coats on, then you can paint if you want. they both work good, I had to do my basement when I bought my house had real bad water leaks, it's been 16 years and it still hasn't leaked.

we used thoroseal numerous times... purely for aesthetics, usually in flip houses
