How much confidence do you have in a film forming finish [solid stains] being applied to a deck?

I only like solid stains in one instance:

When a deck has been neglected so long and the home owner does not have the budget to do a full blown re-build. Anytime you have a solid put onto a walking surface there will be longevity issues. I always favor the clean/strip/pH balance/Oil based semi trans route, but the homeowner is the one signing the checks. I just do not warranty them to last like the life you get from a semi trans.
