One of my favorite parts is that blue storage bin is actually sitting under the downspout in some kind of effort to catch the tar, I guess since there was so much running off the roof into the gutter etc.
All I can figure is they just starting dumping buckets too close to the edge with no regard to the effect of that tricky phenomena, ...gravity

That looks like a handyman or home owner DIY project done with that crappy liquid emulsion that they brush on with squeegees.
From the color, that is what it seems to be, but it also could have been the flex tube on the piping from the pump on a kettle that split a seam or fell of it's stantion and dispersed tar haphazardly.
If that is the case, I hope no one got burned from the Hot Tar.

from the looks of it, I'd say the mess was caused by the material coming off the roof. doesn't really look like any spraying was taking place.
from what I know of who owns the building, they hired someone to do that. they were'nt up there themselves. looks like their "low cost" job just got a bit costlier.

haha i drove by a trailer i used to live in a few years back the other day and the side is coated with black tar. the best part is right before i moved out it got re sided and i coated the roof that was good for 25 years

Hi,
I donot see any downspout going into that blue tub?
If you get caught in one of those showers that comes out of nowhere, this will happen. If the coating does not have enough time to dry before it rains this will happen.

Never fire a guy when hes got his hand on the pitch pipe
It don't look like emulsion, It doesn't have that brown color and its too thick. Looks like someone knocked over a mop cart. Two or Three times in two different locations.

Looks like the place was under siege so they decided to pour boiling tar on the would be attackers.
I'd say there is more to this than simple hackery...this is having fun at someone elses expense  .
