How do you make weird photo's like this one? Is there a program?

1: Take your digital camera and take a pic.
2: Download it to your computer
3: take 5 hits of LSD
4: Wait 30 minutes....unless it's good stuff then wait 15...
5: stare at said picture.

Cheap alternative to photoshop.
