Never works that way. Each job is entirely different. Some will pull off easy, then wash wall and your done. Others you may spend time doing drywall repairs galore. We always pull some paper and gauge how much time we think it will take, price that then add a clause that will open up funds if we run into a problem. This has worked great for us for years.....

1) was it sized?
2) how many layers?

Wallpaper removal is difficult to bid on assuming you dont know what is behind it.

Beware of the SKIM-KOTE PARTY!!!!!!!

I only charge by the hour for paper removal and prep afterwards. It's the fairest way. If I told somebody $300 to remove paper and it came off in 2 hours then they would think they'd been ripped off. By the same token, if I was still there 3 days later then I couldn't ask for any more because I'd given a price.
