Stripped, Prep to Hang Q

I'm stripping some wall covering
It'll be a wall covering going up when I'm done, not repainting (usually I'm stripping to paint)
The hangers asked for "Sheildz"

The covering has been there at least 23 years

One room, the adhesive is not removable
It's just not going to happen
It's a golden/brown snot that doesn't come off
It's so thick the substrate is unidentifiable
Looks like primer as there's no tape (mud) lines or nail spots
In my book (strip to paint) that's a job for Gardz
So that's what I did

Room #2 went a little smoother, but still the adhesive was extremely tenacious...
Though I was able to figure out that the reason there was no tape lines was that it was an old school level 5 tape job
All the walls were skimmed to remove any sign of tape lines nail spots

They were not primed, but appear to have been sized

It's safe to assume the first room was also skimmed/sized

It's also safe to assume the next room will be the same

As I'm not stripping to paint, but stripping to hang, I'd like to know if I need to Sheildz (and which Shieldz) over the Gardz
Or if there is a better way to deal with the situation

it's fine to hang over gardz. the only issue's you may have is if the hanger is not familiar with gardz and may throw a hissy fit that it's not shieldz. or the new paper is too light in color and may show the golden/brown mess underneath after it's installed, which shieldz may or may not hide.

I'd contact the hanger and advise him of the situation.
Then let him make the decision as to how you should proceed.
Ask 3 hangers how they would want those walls, and you'll get 4 answers.

update

Thanks for the replies
Room #3 was a bastich
About a 1/2 day left a short wall (maybe 35 sq. ft.) with most of the vinyl and only half the backing removed
I used all my tricks but could go no faster
The part that was clean was smooth, but still that adhesive didn't want to come off
And at that rate it would be another 3 and 1/2 days to strip that room
I was able to contact the hanger
Not only was Gardz fine for the other rooms, he said if I sand and Gardz the covering remaining in room 3 he'll hang over that
