painting over paper

Something Ive never done Ive always stripped it. What do u do when your facing a room were the paper was already painted over? Do you have to strip all the paper with and the paint? If so what do you use? In the past Ive used DIF to strip wallpaper but I dunno what to do if I got a coat of paint over it.

What are the problems that could occur in the future? Its already got some bad peeling. Can I use spackle on top of the paper and paint?

Sure, if you don't mind more bad peeling

Questions:

Can it still be removed?
You'd be surprised how much painted wallcoverings can be

If not
Exactly how well/badly is it adhering?

Its peeling bad in a few areas because of water damage. Ill proally have to replace some drywall and patch. Overall it looks like it adheres well to the wall. If its already adhering to the wall do i have to worry about new putty and paint causing imediate bubbling? Will the dif or whtv your using soak through the paint to remove the paper?
