Need some imput to make a decision
HELLO TO ALL ; Recently removed old wallpaper and found walls were not
previously primed.  now having problems with dry wall surface absorbing water  so I stopped the liquid method and intend to let dry..patch and sand ....o.k. here's the question ...do I have to use an oil-based primer before i hang the paper and should I size ???  This project is a local nursing home ..I am worried about the fumes of an oil-based primer...but since I am hanging 54 " vinyl I want every advantage I can have to position it ...any help?  (just love these little yellow guys)

If your needing to have slick walls and or if all the backing on the wallboard came off with the paper:
Prime before you patch after you strip then sand, patch, size, hang.
After you put a special wall board primer (I am not sure where we get it maybe SW anyways ) put it on it and sand your then your patching may be very minimal if you patch after you strip you can turn a Moe hill onto a mountain.
It's a nursing home so oil is not an option, latex only and they do make what you need in latex.
30 angles are going through my head about your question. You left a lot of variables open hope I hit yours.

HELLO Mr. Mike;
so , are you saying ...remove paper,(done that) then sand, then prime,next patch, I am assuming i will then sand and prime the patched areas,then size and hang ?

Prime the walls after you remove the paper, then sand, patch, sand, apply your sizing over the patches and all. Sizing can be used over raw drywall.

 Not even close.
Lightly sand the walls, and apply a coat of Zinsser's Gardz. Its is kind of stinky, but water-based. Make sure to get some MSDS sheets on it and have it approved by the nursing home before using.
Then float bad areas. Sand those flush, and spot prime with Gardz.
Install vinyl.

that gaurdz is sizing I guess? I am looking at the not even close and it looks like exactly the same thing as I put, wondering where I was misleading. I hate to give bad advise on wall repair.

that gaurdz is sizing I guess? I am looking at the not even close and it looks like exactly the same thing as I put, wondering where I was misleading. I hate to give bad advise on wall repair.
Then don't post about what you do not know anything about.
Gardz( the proper spelling first of all) is not sizing it is a drywall conditioner, which you should already know if you actually hang any wall paper.

A liquid coating designed to make wallpaper apply and adhere better and go on more easily, sizing is thought unnecessary in most cases due to advanced technology in primer-sealers."

I get walls ready to paint and then paint them. The Op was going to patch before priming and I know that is backwards.

thank you for the advice
I thought I would give an update, your advice helped alot . What was happening was strange, as a painter, if i see the top layer of drywall torn away ...i mud it , sand it , prime it, paint it . In this case when i
applied the mud it rippled the drywall top paper . I followed your advice and primed first, then patched, then sanded, primed the patches ,and then applied sizing .....problem solved . The wallpaper (vinyl 55 1/2 ") is
going on nicely. we have had some problem with the heat in this place, nursing homes like it hot.
