Vapor Barrier/ Roofing Underlayment


I've gutted a bathroom in one of my rentals. It was built in 1929. Its down to the studs now.. Anyways.. my first question is.. Im obviously going to insulate the outside wall. Do I need a vapor barrier too?? Which would be .. Studs, then insulation.. then vapor barrier.. right?.. Something like 6mil plastic? The house was/is not insulated. Someone told me to put up roofing underlayment, then insulation, the 6mil, then cement board.. Do I need the roofing uderlayment?.. If so do i cover all three walls of each stud bay??What do you guys think??

Can't imagine why one would use the felt.
Stuff R-13 unfaced batts and staple
at least 4 mil (6 mil is good too) visqueen
over the stud faces.
