Finishing Basement W/ Foil Faced Insulation

Hello folks,

I'm doing an estimate for some folks who have a new house with foil faced insulation blanketing the walls. I'm not familiar with this type of insullation, it's basicaly very large sheets of very billowy foil faced blankets that are lagged into the walls at very few points. My questions are these:

Should I keep the framing out off the walls 4 or 6 inches, whatever it takes to not compress the insulation?

Do I need to put a vapor barrier on the back of the studs?

Do I need to insulate the new stud walls?

The homeowners didn't know much about the insulation unfortunately, amazingly the spec home was built w/ this feature as standard.
