Ideal First Web Site?


I'm not a computer guy at all and so far haven't done anything with the internet but I see from this site that I'm way behind and it's time to get my first web site.

I'm wondering what would be the best way for me to go? Should I use one of those templates and just plug my info in? Should I learn how to write HTML? (no friggin idea right now) Should I hire someone to build it for me and get on their plan to maintain it? Should I have someone build it for me but I can update and maintain it myself?

I already own the domain names.

I'm looking to spend about 2k. I know that's not much but that's the budget for now, although I am planning to spend quite a bit more on it later and I don't really want to totally scrap this first one but rather build on it.

If you had it to do all over again, how would you build your ideal first website?
