Working With Counties

Has anyone done business with counties? We just started working with one and are trying to understand their processes.

We received a call from a project manager in a county asking us to submit two dollar amounts labor and materials with a total. He said he wanted to get us a check to get us started and then go over the project, and any additional pricing afterwards we can bill then.

Does this sound normal? We did work before as a sub and got to know people. The saying was your first impression is your last impression and once your in your in. so are we considered "in" its all alittle confusing to me.....
