Forget the fines- they probably don't have the money anyway, and will go bankrupt to avoid paying it. What they need to do is lock these guys up for 10 years or so, to demonstrate to other contractors that they shouldn't be playing these games. Maybe that would help level the playing field a bit.

Going bankrupt and disolving your corp will not protect them from criminal penalties. Insurance fraud is a criminal matter where the corporate protections do not apply.
