I'd like to help you but I'm not sure I understand what it is you want to know.

Are you saying that Matrix Insurance Company charges $1,500 to provide you Workers Compensation insurance and they want a downpayment of 31%? Do you wnat to know if that's a good price and standard practice?
Also, what is "employed leasing"?

I take it that the second part of your question is you want to know if it's appropriate to ask the the general contractor to show you proof of his insurance and licensing. I'd say this - I' have never done that but if I had any doubt about the contractor I was working for I would ask for it.

Re: License And Insurance

Employee leasing means you shouldn't need insurance because usually the leasing company offers that.

Around here for a certificate of insurance, no employees listed and owner expempt, will cost you a minimum of $750. This is what you would need if you are employee leasing.

Also the leasing company should be able to provide you with certificates of insurance for both general liability and workmans comp. If they can't don't use them! They may be considered a subcontractor to your insurance company and if they don't have insurance you will end up paying.

Mosa Contractor,

Get a LAWYER to look at any contracts before you sign them. If you are not sure what you are signing, WAIT UNTIL SOMEONE CAN REVIEW IT.

Talk to your INSURANCE AGENT about your liability coverage and any needed workers compensation.

Be wary of people who will want to take advantage of you Mosa!

Best of luck!
