That's certainly a factor, but we were seeing this in our area well before things went south so obviously. I know a number of people who went that route partly because of simple burnout, but more because of the ever-increasing regulatory morass. Too much time and effort required to keep up with new code details and inspectors who often are hazy themselves about what's actually needed.
