One thing I do when working these T+M jobs is keep the billing current. That is bill every other day so that there is no "Well, I can't remember but I don't think you worked X hrs. last week. Oh, and I don't remember Plumber here 2 weeks ago." This keeps things fresh, and if the money runs out......you know immediately and aren't stuck with 2 weeks of unpaid labor.

Good clients I bill weekly with all the hours, materials, subs, etc.
Shakey people like you are experiencing, I suggest billing them on two day cycle. At the very least, show them the bill every day or two so everything is FRESH in there mind. BTW, I would only work T+M on wood rot/ damage/unknowns or good clients that need small jobs done.
