California State Contracting


Anyone out there doing state work and do you have any advice. Registered DVBE/SB. Licensed B General Contracting and soon to be A General Engineering. Questions:
How is bidding process?
Can you be competitive?
Basic Tips?
Union/Prevailing Wage?
Subcontracting?
Performance Bonds?
Stuff I don't know about?

I think California cut state workers pay 10% plus they are forced to take a non-paid furlough two days each month. I would be surprised if there are any juicy jobs available for contractors.

I personally know some state employees who process the bids and there is a lot of payola behind the scenes. State workers in charge of maintenance carry state credit cards and they can authorize up to $10,000 in work with no approval.

We did repair jobs for state buildings, the DMV, and nobody checked our license nor insurance. We did several house rehabs for many cities and they only check liability, worker's comp, and our license. Almost every city hall makes a list of jobs that are up for bid every month for rehabs and grants.
