advice w/ client

Could use some advice with a client here....

We excepted a job w/ a county and had to fax over a quote.

Materials $15,000
Labor $10,000
Total $25,000

Their materials budget is almost out of money but they want to use the labor money to start covering for materials. The agreement was if more money is needed in materials another check would be issued. Now they want to change the rules.

How would anyone handle this?

Being a county means you mostly likely do have a written contract and they should expect to adhere same as you. Does it still add up to your total?
