I'll help tinner out here: ya just do it PA. Ya do it 'cause you want and cause ya can.

In other words there is no law if there is no enforcement. And guess what? (there is no enforcement)

C'mon PA how long you been in Residential Construction, Construction or Roofing? Do you REALLY think other bids are 20-50% cheaper because of lower priced felt paper?

I actually bid on very few roofs and get even fewer. Have no idea how much cheaper than me the majority of them are and don't care for the most part. As I said I don't go looking for roofs

I hear ya PA. I never would want to look before either. Never had much of problem w/ it during the good times. I'd get my 35% ro so.
I still do. Just that there less leads coming in & est's going out.

I think that I only look at 'em now so I can laugh along w/ my tears

If you're relying on being low bid to get your work, you'll be broke and out of business and out of our way before long anyway. Insurance, WC, Licenses, Permits, etc are expensive and are a must if you're going to operate a 'business'. If you want to be a 'roofer', buy a ladder and a hammer and you'll get plenty of work and will still be swinging it when your joints hurt at 60. I don't bitch about the cost of our insurance or any of the other 'little things' that make our business better than our competition. We sell our quality, service, and systems. I openly discuss these obvious variances between companies that will affect the roofing price with each potential client. If they are interested in a roof that lasts 5 years...and some are....I simply thank them for their time and no bid their job. I've had them follow me all the way to the car. I also turn around and walk off without saying a word if any client brings up 'so and so's price and what can I do'. The shock forces them to follow you. We need to do a better job of educating our clients about the proper papers a solid roofing company should be holding. Take copies of your ins, wc, licences, etc to each potential client and make a big deal out of showing them. Ask them if the safety of their home is important to them and remind them of all the potential hazzards ripping off the entire protective covering of their house that can happen. If they still say it's not important to hire a legitimate contractor, you have my permission to refer to them kindly as having Sh#(t for brains and leave.
