Mushroom vents installed wrong?

I took this picture yesterday with my phone, so it's not very good quality. In any event, this house just had two brand new spinning mushroom turbine type vents installed the day before. They had the angled seam where you could "rotate" them so that the spinning mushroom part would be level and plumb. Instead, they were left sitcking out of the roof at an angle. As I watched them spin, I feel pretty sure that they are going to leak rain right into the attic if they don't get adjusted plumb and level. Is this correct or not? I thnk they are to be twisted at the adjustment seam so that they are closer to plumb like the second picture below?

Can't make much out of the first picture, - - but you're dead right, - - they're dead wrong . . .

Kind of funny, really, - - why did they think they were adjustable??

Do the building inspectors in your area do drive by roof inspections? ....at 60mph?

You're assuming too much. Adding a roof vent is not inspectible work in my area.

It was an acutal roofing company, because they still had their ladders chained to a tree in the side yard becase they have a little more work to do on a building on the same property next week. I was sorta wondering if the adjustment for plumb and level was optional, and these turbine vents had some other rain exclusion feature?

Looks like it's under ventilated with whatever they put on as air vents. Bad picture, nice stone work, funny looking vents.

I like the Lomanco galvanized vents painted to match the shingles, every 5-6 ft.

LOL.....this reminds me of the time I saw a framing crew chain their ladders to a 8" tree. I told them thanks, I need a new ladder, I'll go get the chainsaw out of my truck. Needless to say, they don't chain them to the tree anymore.
