Doubtful. You may also want to practice English, I had to read your post 3 times to understand what you were asking. It may have reduced additional responses.

I understood what he was asking with one read. Since I don't live in Florida I have no input with regard to his question.
I do have some input regarding Teetorbilts suggestion that because he needed to read the post 3 times in order to comprehend it may reflect the lack of response. Perhaps it may have had to do with being the middle of the Memorial Day weekend, coupled with the Florida specific nature of the question.

And if I might be so bold as to insert a period on behalf of Mr J N prior to the last three words, and a question mark at the end, it would read "Is this true?" That would be a question that requires a yes or no answer, with or without additional input. "Doubtful" does not answer the question at all. Which raises the rhetorical question, "If Teetorbilt didn't have an adaquate answer to Mr J N's question, what was the actual motive behind his response?"

Perhaps an attempt to embarrass or humiliate?

Teetor it's not doubtful. I may be wrong, but I think I am not. I have heard that a qualifying party may qualify up to 3 companies. I have seen adverts for people willing to do this very same thing, for a percentage of the profit.

Your best bet is to simply call the building departments in FL where you want to work. They would answer all your questions.
