Clay Tile Flashing

Have a client with leaking skylights. Bozo who did the install has the flashing running under the clay tiles. This is not my area of expertise and would appreciate any resources I can research to find proper flashing procedure. Site on the web? Also, would like to talk to an experienced installer in Calgary Alberta area. Thanks guys.

The 'term' flashing at lower edge of Sl is supposed to be on top of tiles, Step-flashing on side goes under the tiles, Rear pan at top goes on top of tiles.

I also install a channel flashing tied into the membrane under the tiles for my 'peace of mind.'
