Sill Seal, I've Always Used The Foam

Granted , i've only been framing a little over 10 years, but on every project i've always used the roll of pink or blue sill seal foam between the treated plates and the foundation.

Well, i've started a new project in an area outside my normal range, in a new county, so there are a few county code nuances that i'm learning. One in particular is the sill seal, i'm being told i need to use copper roll flashing instead of the foam. The only explaination i can get is that its because of the newer acq lumber. My mason, is familiar with it, the lumber yard knows all about it, and the county "told" me it was required, but its not in thier code ammendum handout. Anyone else use this? Is this something that more places will start going to, or is this something thats a holdover from years gone by? Copper prices are already going up, up up.

I had to use it once, but it was listed as a termite shield. That's what I would guess it's for. When I was in Seattle, all we had to use was caulking and that was only if it was a condition like a daylight basement.

Here in Albuquerque we just caulk the plate to the slab. Don't understand why though. We use stucco, not siding. We don't get air infiltration that would blow through the sill.
