Scabbing Old Floor Joists? Coding Issues?

I wonder if anyone else has dealt with previous work. Someone scabbed the end 3rd of 2 by 12 joist over 11 foot span on 2 story detached garage...

I need to submit plans to the city to replace the rim joist 4 by 8 by 156 on that side where the scabs are..so can i leave the scabs by code? or do I need to replace the 4 joist completely. The scabs were never done on a lot of the joists that are showing less termite damage.

Any suggestions on submitting plans and scope of work?

Thanks

Location?

Pictures would be helpful, and how exactly were the scabs done?

But based on what you have said, I doubt it would pass.
