Joist Cutouts

I just advised a diy to get a professional opinion on the cutouts that were originally made to accomdate 4 inch soil pipe through what appears to be a 8 inch wide joist. I suspect the original work was not done to code. Now this diy cut some more out of the joist compromising the strength of the joist even further. Would anyone care to look at it and offer some sound advise?

Many Years ago I did a job that sounds very similar,2x8 joist ,4 1/2 hole bored in it for the toilet waste. With a giant wirlpool and a ton of mud and tile going to sit on it,it had to be fixed So we created a chase specifically for it. Part of this home was on a slab and couldn't break up the floor,there was a new radiant heat system just installed so bringing the waste up anywhere else wasn't going to work.
