Half Wall

Im framing out a 3ft high wall with a L shape attachd to a wall of a closet.
I used 2x4, with 16 on center. I doubled up the ends , but my issue is it seems to wobbily. what can I do to strengthen it or will drwall and top plate on it do it ....

Is it on a slab or frame? if a frame cut a pocket through the sub floor and attach a stud or post in the wall to a joist of blocking below.
