Any true hammer drill that takes SDS-Max bits will blow through those holes in a few seconds each. Like someone said, you need a REAL hammer drill to deal with old concrete. Anything by Bosch, Hilti or Milwaukee will do it. Make sure it's SDS-Max though...

What you describe I know as "span decks" or "cellular concrete decks". They are maybe 4 or 5 inches thick, but have hollows like block. They were big factory fabricated slabs that got craned into place. An inch and a quarter until you hit the hollow sounds about right, in my experience with those.

Do they make the Tapcon bit sizes in SDS-Max? Somthing sticks in my mind that 1/4" and smaller isn't available in SDS-Max and Spline drive. Maybe not.

You *COULD* rent a hammer drill for far less than the purchase price.
If you have no real need to spend a few hundred dollars - rent it.

Will this be a tool that always sees the light of day...or will be back in the box for a few years before it's needed again?

Thanks for the rotary hammer drill tips guys. What a difference the lower rotary RPM plus high hammer action made. Using the correct tool for the job... what a concept, right?

I paid $255.00 for the Bosch 11255VSR 1" SDS-plus rotary hammer drill + $10 for the 5/32" bit at Home Depot. (Lowes sells this same model for $339.00). This drill practically dove into the hardened concrete. I drilled two pilot holes in less than one minute. Your suggestions saved my project. Thanks a million!

Well, my Dad LOVES shoofly pie....I have no idea how or why? He's from Brooklyn...LOL.

My wife took it upon herself to make him a shoofly for his b-day one year ....that was about 10 years ago...and every year since my dad asks me (on the sly and on the side because he isn't supposed to eat that now) 'Is the Mrs. going to make a pie?' ...and every year she does ~ bit he only gets a small piece as Mom has the eyes of an eagle...when she's awake...then Dad goes ape-sheet on the pie.

sounds like you got your problem solved. If your not finnisd yet id squirt some good subfloor glue on the 2xs just for xtra insurance. Ive ripped lumber apart before that stuff would turn loose from concrete.

hilti hammer drill, good piece of equipment, will drill through just about anything with the proper bit.
