Working With Vinyl Trim

I'm building a curved porch railing with Kleer PVC trim. I have a seam in the top & want to make it smooth & disappear like I can with wood.

Questions
Can you sand it smooth? I tried my orbital & it didn't touch it. What do you use?
Hole & seam filler. I've heard of using silicone (which can't be sanded or finished smooth)but Azek or Kleer must have a filler on the market?
Glue - Gorilla PVC?
Your experience with using this as a finish product is greatly appreciated. Thanks
