Raffle A House?

Is it possible for a homeowner to raffle off a brand new house?
I know someone interested in the idea.. selling tickets, winner gets the house.
Googled it and saw many instances where someone has done so.. but also saw that in some states it may be illegal, or may be illegal for anyone other than non-profit organizations/charities and such.
Obviously a real estate lawyer or someone would be the best to talk to about this, since there is so much involved.. but wondering if anyone here had any input on this.

Very risky, I would think, without a LOT of advertising and hype to sell tickets,

Yep. I remember hearing on the news several couples doing just that for their own personal home.
Here's one example.
