where the licensee has a principal office in lettering at least three inches in height.
i. Where available space for lettering is limited, either by design of the vehicle or by the presence of other
legally specified identification markings, making strict compliance with (a)1, 2 or 3 above impractical,
the size of the lettering shall be as close to three inches high as possible within the limited space,
provided the name is clearly visible and readily identifiable.

45:5A-21. Engaging in business without permit; disorderly persons
Any person advertising or engaging in the business of electrical contracting without having a business permit
from the board is a disorderly person.

Even if he is not an EC, much of this holds true for Home Improvement Contractors [HIC] as well [substitute Lic/Bus Pemit # for HICA Reg. #]

Do these employees of his look like they might not be in the country legally? If you get nowhere with him by being reasonable, maybe you could tell him you feel as though there might be an immigration issue with all these guys in and out.

Call the cops.

Tell them that a suspicious van/car is parked outside your house. Tell them you smell what appears to be marijuana and the guys are acting very rowdy and your wife is scared because they were yelling obscenities at her while she was coming into the house.

Let them know you thought you saw a gun sticking out of one of the guys pants while he was smoking the joint

Yeah zoning /code enforcement would shut them down here too. And use the cops too. I'd call them if they parked too far away from the curb, didn't move every day, and if the guys were mouthing off to each other i'd call it in as a domestic disturbance. Let them do the explaining. I've run off crappy neighbors before.

I had that problem before. Cars parked there all hours of the night.
Called the cops and was told they were aware of the problem.
A few days later, my wife calls and said it seems every cop car in the county was in front of our house.
Turns out they were selling crack.
I don't think my call had anything to do with the bust, but makes me feel like it did.

As already stated, the zoning laws will have a say. In a way, he "may be conducting business" there illegally. There are zoning laws that control such things, for such reasons (overnight non-resident work vehicle parking in a residential zone).

Get his info. Even if you have to be manipulative and sneaky about it.

Example:
Approach one if his workers and say that you have may have some work for them and their boss. Then get his number, address, etc - and pump him subtly for more info...

"Conducting" business implies foot traffic, deliveries, etc.
For a contractor, this is "usually" not the case.
Many towns in NJ will allow vehicles to park overnight on the street. A commercial van or truck is usually allowed in this situation. Large trucks [usually those requiring a CDL] are generally not allowed overnight.

"Operating" a business in a resi. area is allowed.
The contractor operating out of a property that is not legally his is allowed with a simple letter from the HO allowing it.

Funny Related story,

Many years ago, I lived in a rented 2-family house. The back of the house faced a common parking lot. There were two spaces to park back there, one for each tenant. Sometimes, I parked out in front of the house. There was enough room between the street (side street) and the property's 4' chain link fence (Side of the road, but off the road). One day, my wife says; "Hey, I just watched some guy from an adjacent side street put a piece of paper on your truck's windshield.
I go out and get it. It has an upper letterhead saying ***X Police Dept. It went on, in letter form, to say, that we could not park there, and if we continue to do so, we would be ticketed and towed. Signed, ***X Police dept (local PD).
I called the Local PD, they sent a car out, I showed the officer the "letter" from "them".
...Of course it was bogus. He said, you are allowed to park there. ignore this, and by the way, who was the guy?
I pointed him in the direction, and he went over there for a little chat with MR. "I think I Own The Neighborhood".

So, don't try that route....

We had a problem in my old neighborhood with college students parking on the streets 24 hours a day because the University was building parking lots. The city came in and put up signs no overnight parking. Which eliminated most of them. They did park a little further down and then the parking lots opened back up.

You may want to talk to the local government and see if they can post signs like that on the street. I would be careful with the vengeful stuff. They could start assuming that it was you. Of course for a 6 pack the guy "down the street" could take care of it.

L. A junkyard.


M. An automobile wrecking yard.


N. The outdoor parking or storage of tractor-trailers, trailer bodies or mobile homes as a main use. For the purposes of this chapter, wherever the ground area used or to be used for the parking or storage of tractor-trailers, trailer bodies or mobile homes owned or leased by the owner or tenant of a permanent building or buildings on the same lot exceeds the ground area occupied by said permanent building or buildings on the lot, such parking or storage shall be considered the main use.

i would be willing to bet he got in trouble for keeping the van at his own residence and had to find a new parking location. call the police and have them run the plates.

i guess i am kind of a dick about things. when the wife and i lived in our first apt there was one handicap spot. she has CP and needs the spot as she cant walk well. one night i get home with her and a car is in the spot, no permit. i call the office the next morning and they say they will let who ever know not to do it again. a couple weeks later the same car is parked there again. its like midnight or so, no one is at the office. i took a marker and wrote them a note on thier dirvers window asking them not to do it again or i would call the cops. i am hoping they went to work with the marker on thier window and had to explain to co-workers (it was a nicer car) why they were parked in a handicap spot. i was going to drag it out of the spot with my truck and a strap but i was talked out of it.

I honestly hate looking out my window at his beat up van. If he lived there I wouldn't mind... What do you think would be my best approach to get his van out of there?

In my area it is illegal to park like that. Not generally enforced unless someone complains or there is a traffic accident with the illegally parked vehicle involved or as a contributing factor.
