What Did I See?

Ok..so I dont know what I saw the other day, but I'll try to explain it.

There is a new site under construction down the road, probably some condo's or office space or something. It's in the beginning stages. I wasn't sure who could answer this but....

There are these big, black "tread" type things laying around...they look to be made of rubber. They are sort of ribbed and probably measure 10 x 20ft. or so...what the heck are these things? are they for grading or something? No clue here....just wondering....

actually yeah...and the property is encased in fence too....tons of big trucks in and out--

sounds like truck matts.
I have a bunch of 10x20's forsale.

Not so sure they are truck mats. These things are about a foot thick and look like they weight hundreds (if not thousands) of pounds.

I would bet blasting matts.I've seen them many times on jobs. Any signs up about 2 way radio restrictions?

Saw what I believe to be the same thing here in Fayettville PA, they were installed under the parking lot of a new CVS drug store. I thought they were used in some kind of storm water retention system.
