Traffic Control Plans.....

I guess this quetion is geared more towards contractors in Hawaii, but everyone please comment:

I notice that turnover for Traffic Control Plans in Hawaii are slow, what I mean by this is from the time you make the request to the time the first draft id printed, who do you use to draft these and how do you rate their service and price?
