Soil In Rocks


hello i'm collin. i first time homeowner. the other day i got ambitious and cut down the overgrown evergreen bushes surrounding my house. along with the bushes was about 2 to three inches of golf ball sized rocks, and a layer of plastic separating them from the soil.

so i figured i'd remove the rocks to uncover the soil, then i would begin removing the stumps. i cleared a nice portion of rocks and decided to dig down to see what i was working with. to my suprize there was another six to eight inches of rock/soil followed by another plastic layer!!!!!

why would someone do this? is there so sort of benefit to intentionally mix rock and soil?

which brings me to my main question, how do i remove this? it is right next to my house so machinery is questionable. i cant really dig with a shovel because the rocks prevent me.

i planned on removing all the rocks, and re-landscaping. is my best leaving the rocks?
