Safety advice needed.

Hey folks, I did some searches on the osha site but couldnt find anything. We have a job coming up where my guys will be working on a balconies. They will be working above head on part of our spec. The problem is for the shorter guys, they will need to use a step ladder which then takes them out of osha compliance above the existing railing. My first question is can we hook to the railing with a harness? Next question is if not the railing then what? can I use a tension rod across the span to create a temporary railing and raising the highest railing height? Suggestions?

I agree. No room for short people in construction work. Send them packing.

Yes check out 1910.23(b)(1) & (e)(3) --- must be able to withstand 200 pounds

Personal fall arrests can also be done - stop within 6' & hold their weight

Are these guys midgets or is the roof 12' tall?

I would call OSHA and ask if the railing is an adequate anchor for a harness. In Washington, WISHA standards require a 5000 lb anchor. Honestly, I think most companies would say screw it, and just get a ladder. But that's good you plan out the safety procedures for each job.

That's true, I'm 6'2" and I remember working with this idiot grumpy old guy who was about 5'8" inside a crawl space. He could get on his hands and knees and crawl under everything just fine, I had to get on my stomach to crawl under anything. And he kept whining that I couldn't keep up with him, duh.
