Rusty Steps


Did handy work for a lady this weekend. She wants to know what to do about some rust on the steps which resulted from oxidation of the rails.

These rails have been spray painted black. I imagine that the rails were far more rust covered before the latest coverage. Rust is on the rails only where they enter the concrete.

Wondering if the rails were put in after the concrete steps were made. There are circular dips in the concrete where the rails go into it. These dips are places for water to collect and sit.

Best to use some hydrolic cement to fill in the gaps in concrete? We were wondering if Caulk is the way to go (seems to easy). Wire brush rails at rusty points, prime, and re-paint?

Rust marks on the concrete along with spray paint marks. How to make those go away? Thanks for your time and answers

Oxalic acid (you may be able to find it sold as wood bleach)will remove the rust from concrete.You will have to treat all of the steps to achieve an even look.
