Sounds like it would certainly stimulate remodeling to make homes more energy efficient. On a $200k house you could potentially save $300 a month on a 30 year mortgage with the lowest interest rate. That's over $100,000 just on the mortgage plus the extra you would save on the energy costs and create more jobs in construction.
