The ONLY thing I saw in that photo is exactly what you saw! Perplexes the sensibilities yet I KNOW, beyond a shadow, that AWB is a "Correct" Contractor.

When we frame decks we often do all the framing first with the rim joists propped. Then we level the deck, nail the beam onto the joists.
Then we take a precise measurement from the footing to the bottom of the beam, cut and notch our posts and put them in.
That's the only guess I could come up with.

That was my line of reasoning. Makes for a better, more level and even deck, but I see, could be MY eyes, no sign of a footing, sono, or the like.

I'm sure whatever he's doing is kosher.
I took this to be the room addition,
and it looks like it's sitting on a bed of
railroad ties!!!!

Its not railroad ties, its just chunks of engineered lumber with some 2x4's nailed to make a 90 slid underneath. I could think that that is going to be a deck? Hmmm...

What you are seeing on the ground is shadows of 2x's, dirt, and a couplea pieces of OSB "footings" under 1 2x4 and 2 4x4's and one hidden support.

Sorry Malco, There is not 1 4x4 in that picture, and I am really sure they are sitting on top of the cut-offs from the perimeter framing. I stayed at a Holiday Inn last night
Ok, maybe the one on the far right is a 4x4 but the others aren't.

Maybe the chunks of wood his temporaries are sitting on are covering the piers.
Maybe his masons didn't show up on time to do the footings/foundation so he said "screw em" and he's going to make them dig and pour under the finished addition!!

Its scary how we think alike sometimes. The first 2 seconds i looked at that picture before reading yalls post i thought -wtf is that- 
some times we do that too on a deck that small but not a room.
