Outdoor Tile Installation In NJ

I have a great customer wanting tile on a outside cement porch in NJ .
The existing cement porch is 5x5 surronded on three sides by a cement step.
The porch is not level and needs to be built up as much ar 1,5 inches on one side to make level and achive proper slope away from house.
Cannot simply pour a couply of inches of cement because of riser implications

I have never done outdoor tile work ,
Can someone recommend best method, materials to level this concrete
slab and materials to use?
I am very concerned about leveling material on top of outdoor concrete
cracking
Any special recomendation on Installation of tiles in NJ where sub zero condition do exist at times

Any help greatly appreciated

As a GC myself - I would hire a professional Sub Contractor that knew what he was doing

I have concrete tiles which are about 1-1/2" thick on my front entrance of the house, I bult my house 5 years ago and don't have a hair line crack since the tile was installed. I went to snap a picture, but the battery was dead. I will add a picture in a few, as soon as the battery charges.

In my case, I have a concrete sub base over a metal grid, because my front porch is not backfilled, there is a wine cellar under there. I know I purchased thin-set and grout for the tile guy who did installation, unfortunately he is dead, or I would give you his number, I don't remember if it was a special thin-set, but if I remember correctly I think he used some liquid additive (if my memory not confusing this with another job), but your tile guy should know, he also build it up to have a pitch and there is no problems at all, and I never had any signs of water in the cellar.
